We learned how to use the Steenbeck to edit 16mm film. The machines are at least several decades old and if used continuously a faint smell of burning film can be felt. To cut the film you use a Guillotine Splicer. You mark the places where you want to cut using a China Grease Pencil. You then make the cut with the Guillotine blade:

Then attach the piece that you wanted to the rest of your film using tape:
